-Health Department is infamous for negligence in works but now it also gets notoriety in bribery as this evil has reached its peak in the health department. Clerks are playing with money right under the nose of their superiors without any fear but no one even notices. After a team of Vigilance arrested an office clerk in the office of the Rohtas Civil Surgeon, Santosh Kumar red handed while taking bribe of Rs. 55000, many such cases came to light. It now becomes clear that no work is done in the office of the Civil Surgeon without money. He is the fifth person from this office who has been caught red handed taking bribe. Prior to this arrest, two more clerks were caught red-handed by the vigilance while taking bribe. Besides, two Civil Surgeons Dr. Ashok Kumar Singh and Dr. Jai Shankar Prasad were arrested by the Vigilance earlier. Despite so many arrests, the clerks of this office are fearless and are taking bribe with impunity.

Santosh Kumar, clerk in the office of the CS does the registration work and also deals with the files action against the illegal licenses in Rohtas district and realizes a lot of money from the action taken in the name of inquiries.
Rohtas district administration had formed a team on May 24, 2023 and prepared an inquiry report after conducting raids at Ultrasound, pathology and other health centres in Rohtas district. The inquiry report had list of illegal centres running in the district. All the Medical Officer of Primary Health Centre (PHC)-in-charge had sent the list to the Civil Surgeon office but illegal was being passed off as legal. The vigilance had arrested a clerk who was posted at the same post in the office of the Civil Surgeon, Raj Krishna alias Pintu three years ago red handed while taking bribe in lieu of giving license of laboratory and before it, the vigilance arrested one more clerk Sri Bhagwan Singh red handed taking bribe.
Despite the instructions of Rohtas District Magistrate, the deputation of the clerk in the Health Department was not cancelled. When the DM wrote letter twice, the Civil Surgeon, taking action of their deputation, issued letter of automatic removal from the post but this kindness towards these clerks is so much that the CS decided to recall them again. The CS recalled a clerk Prabhat Chandra Thakur to the Rohtas Sadar Hospital again who had been transferred to Shivsagar from the Sadar Hospital. To justify this posting, the clerk at the Sadar Hospital Krishna Kumar was transferred to Chenari.
Civil Surgeon, Rohtas Sadar Hospital, Dr. K N Tiwari said that the action of the vigilance is justified if Santosh Kumar was making irregularities in the registration. He warned all the employees of the hospital to shun illegal activities.
In Rohtas district action was taken from time to time against the corrupt persons but it is not discouraged. Since 2007 up to now, actions against 37 persons were taken in which three clerks and two Civil Surgeons from the Health Department were caught. Government has taken action against several persons and many are still making rounds of the court. It is said that hardly any department is freed from corruption whose employees or officers have not been caught by the vigilance or police.
