SPEED BREAKERS WERE NOT REMOVED EVEN AFTER THE DIRECTION OF THE PATNA HIGH COURT

Ara, 6 July 2023, (RNI): The Patna High Court ordered to remove all the speed breaker constructed illegally on road so that the vehicle can run smoothly but the Bhojpur district administration failed to comply with the order of the Patna High Court and speed breakers were not removed from the roads so far causing a lot of problems to the drivers plying their vehicles of these roads.

As per the rules of the Road Construction Department, there is a provision to make speed breakers and the place is fixed for this. Speed Breakers are not to be made at unnecessary places but many speed breakers are made in streets other than the roads in Bhojpur district and no action is taken by the road construction department on this.

In violation of the rules, speed breakers have been made on various roads of Bhojpur district with impunity right under the nose of the officials of the Bhojpur district administration who regularly use these roads. If construction of speed breaker is more urgent, the matter goes to the District Traffic Safety Committee and only after their approval, the speed breakers are made according to certain criteria but it is not followed in the Bhojpur district and some influential persons make speed breakers wherever they wants at whim and it has become a status symbol in the district.

Speed Breaker without standard is fatal for pregnant women and the elderly persons and the jerks received from these breakers can harm them. The spinal cords of the drivers get damaged when they pass through the poor quality of speed breaker made against the rules and regulations on the roads of the district. This also causes bones to crack or muscles damage and this gradually takes the form of back pain and slip disc in a few days. Besides, due to the fault the cost of repairing of vehicles increases.

Speed Breaker is an infallible tool of traffic system. They can be made only with the permission of the traffic police or PWD. The officials give permission for construction after checking the requirement of breakers.

Bhojpu district has more than 5000 speed breakers. They are illegally constructed on almost every road including State Highway, National Highway, Major District Roads, District roads besides at many places on lanes and bylanes with impunity.

Again it is inevitable to paint these speed breakers in bright black and while band so that the drivers become aware of it from a distance. Embedded cat eye is also used to be visible in the night but there is no painting on over 95 percent speed breakers in Bhojpur district.

To reduce the speed and avoid accidents, a warning sign board should be placed at a distance of 40 meters from the speed breaker for the information of the driver for this, it should be made according to the guidelines of IRC 67:1977 Code of Practice for Road Science.
