NOC IS MUST FOR REGISTRATION OF PROPERTY IN AMC AREA
Properties in urban area of Bhojpur district cannot be sold without paying holding tax or property tax since August 1, 2023. It is now made mandatory to obtain No Objection Certificate (NOC) from the Ara Municipal Commission (AMC) before selling or purchasing land, houses, flat in the urban area. AMC has started the process of informing the Registration Department in this regard.
Ara, 23 July 2023, (RNI): Properties in urban area of Bhojpur district cannot be sold without paying holding tax or property tax since August 1, 2023. It is now made mandatory to obtain No Objection Certificate (NOC) from the Ara Municipal Commission (AMC) before selling or purchasing land, houses, flat in the urban area. AMC has started the process of informing the Registration Department in this regard.
Sources in the AMC said that one has to attach the holding number and the receipt of holding tax along with other papers and documents with the boundary of the land at the time of registration of a land or house or flat. There are many such houses in the AMC area on which heavy holding tax is owed even after that the registry of such lands, houses or flat is being done. People wishing to sell or purchase property in the urban area will have to pay the holding tax or arrear what may be prior to applying for the registration and then the AMC will issue NOC. If the holding number and receipt of holding tax is not attached with other document, the registration department will return the application without registration.
By having the holding number, it will be easy to know in whose name the property is and people will not have to face problem for mutation after registration of property.
The name of the previous owner of property will be deleted from the register containing holding number and the name of the buyer of property will replaced. This has to be done so that the property owner is aware of his or her property and which property is in whose name and when it is on sale. It is happening that the property is transferred to someone’s name and the receipt of holding tax is issued in someone else’s name. Owing to this, the debt of holding tax keeps pilling up on the old owner of the property. Whenever pressure is made for collection the holding tax, the old landowner brushes aside and said that the property was already sold.
Municipal Commissioner, AMC, Niroj Kumar Bhagat said that the registry of property in the AMC area is being done despite the arrears on the property but now the registry of property in the AMC will not be done without holding number and receipt of holding tax. It will be now mandatory to give holding number and the receipt of holding tax of property along with other documents and the documents without holding number will be returned without registration.
