NEW REGISTRATION RULE DECREASES THE GOVERNMENT REVENUE

Due to new rules of the Government regarding sale and purchase of lands and their registration, fake registration of land is checked on one hand while on the other hand people are facing a lot of problem in getting the registration done and even the government is facing a lot of revenue loss.

Ara (RNI) Due to new rules of the Government regarding sale and purchase of lands and their registration, fake registration of land is checked on one hand while on the other hand people are facing a lot of problem in getting the registration done and even the government is facing a lot of revenue loss. Considering revenue loss after implementation of new rules, the government has given instruction to the officials concerned to organize camps at different villages and maintain ‘zamabandi’ of the villagers. Even the Bhojpur District Magistrate, Raj Kumar directed the Circle Officers in this regard but all instructions fell in deaf ears and the officials concerned are very much reluctant in this regard and the reason best known to them. As a result, the persons who want to sell their land as per their need are not able to do so. The registration offices at Ara, Jagdishpur and Piro once buzzed with people activities are observing silence and the businessmen depended on the people came to the registration offices for the sell and purchase of the lands are ruining. Even though organizing of camp at some villages has been started, the expected results are coming, the revenue employees are imposing many condition causing deadlock in the progress of the work. Government rules are being ignored in Bhojpur district and camps are not being organized in villages for transfer of names and ‘zamabandi.’ Even if by chance a camp is organized in some village, revenue employee comes for a shot period and returns without doing any work but the district administration is also silent on the issue.

It was a convention in villages that people keep silent after purchasing of land and start cultivating the land but are very much reluctant in transferring the names. The land remains in the name of ancestors of two or three generations earlier and now no one can sell the land as per the new rules.

The Bihar Government implemented rules for land registration on February 22, 2024 and it is being strictly followed. The persons in whose names the land is not registered cannot sell the land.

The government has set a target of Rs. 210 crore as revenue for the financial year of 2024-2025 from the registration of land in Bhojpur district which includes Ara Registration Office, Piro Registration Office and Jagdishpur Registration Office. Deputy Registrar, Ara Registration Office, Tarkeshwar Pandey said that according to the new rule, it is very difficult to achieve this target. Earlier about 90% of the target was achieved but after the new rule, efforts will be made to achieve at least 80% of target. He said that after the implementation of new registration rule, only about one third of the land is being registered as compared to normal days. In the financial year 2022-2023, from February 22, 2023 to March 14, 2023, 2295 land documents were registered and the total revenue received was Rs. 10, 21,200,78. In this, 1200 land documents were registered from the Ara Registration Office while 711 land documents were registered from Jagdishpur Registration Officer and 384 land documents were registered from the Piro Registration Office while revenue of Rs. 6,35,530,26 received from the Ara Registration Officer, Rs. 2,66,60,345 received from the Jagdishpur Registration Office and Rs. 1,19,06,707 from Piro Registration office were received. Whereas in this period of the financial year 2023-2024, the three Registration Offices of Bhojpur district together, a total of 883 land documents of which 518 in Ara, 240 in Jagdishpur and 125 in Piro have been registered. During this period, revenue of Rs. 3,52,01,704 was received from the Ara Registration  Office while Rs. 1,64,23,592 received from Jagdishpur Registration office and Rs. 44,68,575 from Piro Registration Office. A total revenue of Rs. 5,60,93,871 is received which is only one third compared to the previous financial year.
