INDEFINITE PEN DOWN STRIKE OF THE EMPLOYEES OF THE ARA CIVIL COURT CONTINUED FOR THE SECOND CONSECUTIVE DAY

On the call of the Bihar Rajya Vyavahar Nyayalay Karmchari Sangh (BRVNKS) all the third and fourth grade employees of the Ara Civil Court went on indefinite pen down strike from January 16, 2025 to press the fulfillment of their charter of demands and their strike continued for the second consecutive day today. As a result, the judicial works were paralyzed and the people were harried lot as they had to return home without any work.

ARA (RNI) On the call of the Bihar Rajya Vyavahar Nyayalay Karmchari Sangh (BRVNKS) all the third and fourth grade employees of the Ara Civil Court went on indefinite pen down strike from January 16, 2025 to press the fulfillment of their charter of demands and their strike continued for the second consecutive day today. As a result, the judicial works were paralyzed and the people were harried lot as they had to return home without any work.

Hundreds of employees of the Ara Civil Court since morning continued dharna for second consecutive day today at the gate of the court. They demanded fulfillment of their charter of demands. They said that their pen down strike would continue till their demands are not fulfilled. They said that agitation is their compulsion not a hobby, pay for the same work and maintain transparency in promotions. Their main demands included removable of pay discrepancy, all third and fourth grade employees should be promoted soon, cent percent reinstatement on compassionate basis, implement special judicial cadre at once.

Sushil Kumar Rai, president of the BRVNKS said that this indefinite pen down strike was started on the call of Rajehswar Tiwari, State President, BRVNKS to fulfillment of their four point charter of demands that included removable of pay discrepancy, all third and fourth grade employees should be promoted soon, cent percent reinstatement on compassionate basis, implement special judicial cadre at once. He said that in 1985, the academic qualification of the Patna High Court Assistants, Secretariat Assistants and Civil Court Assistants was raised from Matriculation to Graduate and all the Assistants except the Civil Courts in Bihar were given the pay scale of graduate level. He stated that the employees of the Civil Courts in Bihar are very much disappointed and angry due to step-motherly treatment meted out to them. He said that earlier they had filed writs in the High Court and also gave petition for the fulfillment of their demands but in vain and compelled them to resort to agitation. He added that the District and Session Judge called him todayand admonished him to call off the agitation but the talk was not unsuccessful.

Secretary, BRVNKS Basawan Ram said that this demands are not merely demands but the real rights of the employees. Subhash Singh said that they worked in the temple of justice but it is matter of great shame that they are facing great injustice for the last 30 years.

A senior Advocate, Vishnudhar Pandey supported the striking employees saying that their demands were justified because when employees of same status working in other set-ups are getting the benefits, then why the employees working in the Civil Courts are devoid of these facilities. He added if the judicial officers get facility of compensation, other employees should also be given the same facilities. He added the officers acted arbitrarily on promotion of employees. The senior most are retired on the same post while the juniors or the new one get promotion which is very much humiliating. At present the court lacks hands due to indifferent attitude of the government. He said all these anomalies are committed at the High Court level. He further said that the District Courts never bother to hear several bail petitions and the High Courts are hearing all these never bothering to query the matter as to why the lower courts refrained from hearing the bail petitions. The High Court is constitutional body but never care for any writs pending for several years.
