After the devastating flood in the river Sone in 1975-1976, the people of Suraundha isle who were settled in Koelwar Nagar Panchayat, have not been given Basgeet papers even after 48 years. Due to this, more than 250 families here are deprived of government benefits. The situation is such that there is a longing for the basic facilities provided by the government such as housing, toilets and ration. In these five decades, the displaced people have tried every door from Nagar Panchayat, District Magistrate, Housing Board to Patna High Court, but they have to return with wry face from everywhere.

Due to this, more than 250 families here are deprived of government benefits. The situation is such that there is a longing for the basic facilities provided by the government such as housing, toilets and ration. In these five decades, the displaced people have tried every door from Nagar Panchayat, District Magistrate, Housing Board to Patna High Court, but they have to return with wry face from everywhere.
Supari Lal Mahato fighting a legal battle for the Basgeet papers of the displaced people, said that after the devastating floods in the river Sone in 1975-1976, about 250 families were brought from Suraundha isle situated in the middle of the river Sone and were settled at Koelwar. The displaced people were divided into two categories: landless and land owners. Out of this, landless people were settled on three acres and 95 decimal of land by giving four decimal per family in which quarters were made by Bihar State Housing Board whereas 7 acres and 45 decimal land, land owners were settled with five decimal of land were given per family. Supari Lal Mahato further said that out of the land on which the displaced people were settled overnight, the government gave the money for only 2 acres and 45 decimal of land to the land owners while the money for 8 acres and 95 decimal of land was paid by the displaced people. The government had realized Rs. 3440 from the land owners in lieu of 5 decimal of land as Nazir receipt.
92 year old former Registrar Lakshman Rai who came from Suraundha isle and settled at Koelwar, said that after the flood of 1976, on the orders of the District Magistrate, the erstwhile SDO Panchamlal had come to the Suraundha isle and at his initiative, people of Suraundha isle became ready to shift to Koelwar. After which 100 families were settled by building houses and 150 families were given land.
Sartraj Alam, displaced person of Suraundha isle and currently the Chief Councilor of Koelwar said that in the last five decades, the displaced people have appealed from the Zonal Office to the Patna High Court for the Basgeet papers of the land but no one is ready to listen to them. This is the second generation fighting for the rights on the land. In the last five decades, 250 families increased to 500. For the lease of land, Supari Lal Mahato also met the then Chief Minister Laloo Prasad Yadav and the present Chief Minister Nitish Kumar and many District Magistrates. In 2018, he appealed the Public Grievance Officer and after the second appeal, the then DM Sanjeev Kumar ordered the ADM and the CO to give the Basgeet papers but the matter was shelved at the CO level. At this the displaced people knocked the door of the Lokayukt in 2022 but were disappointed. In 2024, some displaced people contacted Aamir Subhani from where an order was given to the DM to give the Basgeet papers to the displaced people while some people knocked the door of the Patna High Court in the SC/ST cases but they could not get justice.
