Hyderabad (RNI) BJP Legislature Party leader Aleti Maheshwar Reddy once again made sensational allegations that there were many irregularities in the purchase of grain, purchase of fine quality rice and supply of the ration goods in the state.  He said that the mute condition of the Minister of the concerned department, even though he has revealed it along with the credential evidence, is like admitting that the crimes have been committed.  That is why he has written an open letter to the Chief Minister to clarify the facts, he said.  On this occasion, the letter written to the CM was released in a media conference.  In a media conference held at the BJP state office in Hyderabad on Saturday, he alleged that corruption had taken place in the civil supplies department.  He clarified that the center is providing assistance of thousands of crores of funds in various forms such as quality ration rice distributed to the poor through PDS every month, purchase of grain, gunny bags, etc... They said that , he will also file a complaint with the Central Investigation Agency (CBI) to investigate the irregularities taking place in Telangana Civil Supplies Department to misuse such funds.  He said that he is writing to Prime Minister Narendra Modi and Home Minister Amit Shah seeking a CBI inquiry.

He said that the minister of the concerned department has shown his face without answering the allegations made by him, and is trying to intimidate the officials by holding press meetings and taking legal action... by filing cases with the activists.  He said that the BJP party and BJP leaders will never be afraid of such threats.  As a son of soil...as a leader of the BJP legislative party, it is wrong to question the corruption of the government in the voice of the people...that is why I am asking 19 questions to the government on behalf of the people of Telangana...and demanded that the government answer them first.  


1.   Bring out the list of millers who have been included in the list of defaulters for not paying custom milling rice on time as per the rules.  What is the rationale behind taking action against some millers and giving grain to others for levy in this season?

2. Isn't it a fact that rice mills are not running (not in operation) in many districts?  ... If there are mills, there should be electricity bills and details of the staff working in the mills... Why is it that even though those bogus mills do not have stock...without giving CMR...even if recycling rice is given, no action is been taken?  Is it not true that no audit has been done on CMR storages for four or five years?


3. Across the state, especially in Adilabad, Nalgonda, Yadadri, Jagityala districts, even though many millers do not have the stock you gave them...what is the purpose of protecting them from taking action... Is the information that many crores of rupees are exchanging hands with them it is  true or not? 


4.Criminal cases have been registered under Revenue Recovery Act against how many millers who committed frauds by not giving CMR on time? Why  cases are not filed against them... What kind of action is the government taking to counter the moves of the millers to escape from the Revenue Recovery Act?

5. Isn't it true that millers are buying PDS rice at ten rupees per kg and recycling it as CMR after one year without giving custom milled rice on time?  Do you think how many thousands of crores will be the scam of the millers cheating the government?

6. Do civil supplies officials have the skill and technology to tell that the CMR rice that some millers are handing over is not PDS recycling rice?  Isn't it true that the ration shops are now not giving rice and instead giving it to the consumers at the rate of 10 rupees per kg and the dealers are forcing their hands... Is it not true that if there is no stock of rice in some places, they are putting some weight instead of rice and doing thumb impression?

7. How much loss has the Civil Supplies Department got so far due to these frauds by the Millers?  How much debt is the civil supplies department at present?... How much interest is it paying?


 8.G.O dated 25th January 2024 to formulate guidelines for tenders to be issued for sale of grain pending with rice millers.  M. No. 01. According to Principal Secretary as Chairman of Planning Department, a committee with five members was formed, and on the same day how did they prepare the detailed notice of the guidelines...how did they issue the global tenders on the same day.  


 9. On the other hand, the State Government has written a letter to the Central Government on 23-02-2024 seeking a deadline for delivery of custom milled rice.  The Center responded to this and sent a letter on March 01 giving a deadline till May 15.  Even though the Center has given a deadline of May 15 to Telangana, what is the reason behind the state government finalizing the tenders for the same rice grain on January 25, 2024?  Why hastily formed a committee, formulated guidelines, issued tenders and written a letter to the Center to extend the deadline in February?  Does everyone understand that there is something wrong with this?

10. On April 18, the Minister of Civil Supplies and the Commissioner spoke to some rice millers at Jalsaudha.  On that day, if you said global tenders, didn't you reject some traders from Punjab and Haryana on the condition that the local GST registration and office should be in Hyderabad? , like Guru Nanak Rice and General Mills  Isn't it true that the companies have asked to be given the opportunity to participate in the tender?  Isn't it true that these tenders have been given to the people you think like this...?


 11. On that day, the Commissioner ... didn't scare the traders by saying that he was a police officer of the rank of Director General?  The tenders were awarded to the traders of other states.  On that day the tender rate was fixed as Rs.2007 per quintal of grain... This rate was changed to Rs.  2223, i.e. Rs.  216 per quintal in addition is not true...?  Is it not true that a special task force has been formed for that?  Isn't it true that the leaders of the Rice Millers' Association were scared and agreed to the amount decided by you? 

12. Isn't it true that the bidders who have seized the grain tenders are being collected from the millers... The government is not paying attention to the collections of the bidders, but is it not true that the task force is obstructing and threatening the collection from the millers... Is it not true that crores of rupees have changed hands...?


13. Isn't it true that on 18th April, you signed an MOU with the appointed contractors at Jalasoudha on hundred rupees stamp paper and forced the agreement with the millers to increase the bid price of 2007 per quintal to Rs.  Isn't the talk of additional collections of around 800 crore rupees true?  Whose account did these go to?


14. Whether the bidders who won the tenders were notified on 30th April that they have not lifted the grain for 68 days, as per the terms of the tenders the bidders should lift the material within 23rd May 2024.  And the deadline has expired...didn't the government say that if the material is not lifted, the contract given to them will be canceled and EMD will be foreclosed?  Did you fulfilled it ?

15. Scam also occurred in another item of fine quality rice.  The Congress government has sold 59 thousand tonnes of fine quality- rice grains stock at Rs.2259/- per quintal for the 2022-23 stock.  It means that if rice is taken under CMR, if the government mills 1 lakh 59 thousand metric tons of grain, 1 lakh 6 thousand 530 metric tons of rice will be received.  That means fine quality rice fetches less than Rs.3500/- per quintal.  This rice will last us at least four to five months.  Could it be possible to mill the fine quality rrice required in future even through the fine quality paddy collected in this season?

16. Why are they buying two lakh 20 thousand tons of fine quality rice with ten percent oil at the rate of Rs.5700/- per quintal in the name of fine quality rice meal for students without using these available grain resources.  Do we have enough godowns to store that much stock?  Why fine quality type of grain was sold at Rs.2259/- per quintal, why now fine quality type of rice is being bought at Rs.5700/- per quintal.

17. Presently fine quality rice in the open market costs Rs.  40 to not more than Rs.42.  And is the ideology behind paying Rs.15 extra and buying it at Rs.57 per kg  is it not a corrupt? In the past, no tender for fine quality rice gave such a price, they used to buy it at Rs.35 to Rs.37 per kg. 


18. Now bought at Rs.57 per kg.   That means paying Rs.1500 per quintal extra and purchasing 22 lakh quintals of rice, the total amount is Rs.  350 crores is not an extra burden on this government...isn't it a scam.?


19. It is well known that the central government is funding the quality ration rice scheme which is distributed to the poor every month through PDS.  Isn't it true that Telangana State Civil Supplies Department is misusing thousands of crores of funds spent by the Center for the poor by not stopping rice recycling?  I will also file a complaint with the Central Investigation Agency (CBI) to investigate the irregularities taking place in the Civil Supplies Department of Telangana to misappropriate thousands of crores of central funds.


As a soil son, I can't stand it if there are so many crimes and corruption going on in the civil services department. If I bring it to the attention of the government, why is the minister of the concerned department not responding?   How can a minister shirk his responsibility to explain the allegations against his department and tell the facts to the people.  Is this completely irresponsible of Minister Uttam Kumar Reddy.... He said that he is ready to have an open discussion with Minister Uttam on these issues. As the leader of the opposition BJP legislative party, we will continue to question the government on behalf of the people.  He said that the Congress government is not afraid of the threats of the elders. I have made only a few allegations in this letter.  He said that more illegalities and corruption happening in the actual Civil Supplies Department should be exposed and the people should know the facts.  Therefore, the responsibility of the state government is to establish the truth and tell the people the facts, he said. Otherwise, we will seek an investigation by the central agencies and try to put the facts before the people.
