Bharat band called by the dalit organizations like Bhim Army and supported by the CPI-ML and the RJD, BSP, Dalit Adiwasi Morcha under the banner of ‘Arakshan Bachao Sangharsh Samiti’ in protest against the decision of the apex court regarding applying reservation in the creamy layer for the Scheduled Cast (SC) evoked mixed reaction. Almost all the buses, trucks, auto-rickshaws, rickshaws were off the road though some light vehicles like scooters, motorcycles, bicycles were seen plying on some roads.

The dalit organizations took out processions with the slogans of ‘Jai Bhim’ from different parts that passed through the main thoroughfares of the town and forced the business men to down their shutters. They reached Ara railway station and stopped the Rani Kamlapati-Saharsaa Express train by squatting at the rail track for about an hour despite the Bhojpur district administration had made elaborate security arrangement in view of the Bharat band. They raised slogans against the judiciary and the India government. As a result, long running trains stranded at different railway stations. Passengers particularly women and children were harried lot as they had to go without food and even water for long time in this blistering summer. Almost all the business establishments, cinema halls, petrol pumps, private schools, colleges were closed. Attendance in government offices and even in the Ara Civil Court was thin. Even the medical services were adversely affected and the a number of hapless patients could reach hospitals.
The agitating people raised slogans against the government and the district administration and also blocked roads at different places. Their main demands included to stop classification in SC-ST, include the SC-ST reservation in the IXth schedule of the Indian Constitution, finish collegium system, reservation in private sector and judiciary and census on caste basis in India.
In Buxar the agitating people gheraoed the car of the Buxar District Judge and raised slogans against the judiciary. The security guards somehow took the car of the District Judge to safety. They also blocked the Buxar-Kochas State Highway and paralyzed movement of vehicles for several hours.
